Where do I file complaint about a broken promise?

When I wanted to buy a refurbished smartphone and start service, the customer care representative was helpful and listened to my situation. He was very helpful and convinced me to sign up for the family plan for my 2 other phones.  He understood that I was trying to find the best option.

When we were about to wrap up, he said that he was going to check something and put me on hold.  He came back and said that he could put me on $80/month plan.  I said great!  Is that $80 for all 3 lines and he said 'YES".

When I received my first bill, I called to confirm that after my first bill, I would be charged $80/mo and that rep. confirmed that I will be charged $80/mo.

I recently received my bill and see that I am being charged $90/mo.  I have called repeatedly to resolve this issue and the only resolution was that I would get $10 discount off the $90 for 6 months for my trouble.

I really feel that what was initially agreed upon should be honored.

The initial customer care was out of Miami, FL and I believe his name was Hakeem.  Don't get me wrong, he was excellent in every way, I just would like to get the price he quoted.
