for an additional line to a classic family plan, why do I have to pay full price for the phone?

Hi, recently I was interested in adding a line to our t-mobile family service plan and buying a phone as well for this line. At the moment, we have added three lines to our account, but we are still waiting on the third phone to get to us so technically the third line hasn't been added yet.

when I was going through the process of adding a fourth line, I noticed all the phone prices were full prices, and there were no payment plan options for the phones--leading me to believe for some reason I had to pay full price for a phone if I wanted to add a fourth line.

 

I am confused as to why the website is showing full prices for phones when I want to add a fourth line, as for the third line I was able to set up a phone on an installment plan (which came out to only $5/month for 24 months) and the phone cost $30. I was interested in getting the HTC One for a fourth plan but now that the website shows the full $650 price as the only option I am not sure about this.
