What is a "new activation only"? Looking to upgrade to $30 Monthly4G plan...

For 2 years until now, I have been using a blackberry-type unlocked GSM phone running a $15 unlimited text prepaid plan (discontinued by tmobile). In under a week, the Nexus 4 will come out and I most likely buy it along with a new data plan... the problem is that I just noticed the $30 prepaid 100/unlim/unlim plan is only for new activations. Are the new activations regarding new customers, new sim cards.. or just a different contract? I'm reading on the internet that people are able to get the plan working coming from another carrier, using a new sim card, or even just terminating/ending a current t-mobile contract. What's the policy on current prepaid users?

 

Is there any way I can just simply switch plans? Some people just say to get a new sim card.. but that means a new number, inconveniences including the fact that there is still $50 on my current plan.

 

My father will be using my old phone coming from Virgin Mobile about the same time I will be getting the Nexus4... so he is a real new customer. Is there any way I can go around the loops? I get a new SIM with a $30 plan from t-mobile, change the number to my old phone number, give my dad the old sim card and change his number to his Virgin Mobile phone number? Highly unlikely that I would be able to change numbers in the first place ("new customer" requirement) along with the fact that my old SIM would be deactivated.
