Jump ineligibility because of "inactive eip"

Everytime i try and go online to upgrade my phone it says i am ineligible for jump yet i have been paying my eip all along and i have the legacy jump plan so i am past my 6 months and it keeps telling me i am ineligible for jump because i have an inactive EIP. Ive contacted tmobile on 2 separate occasions now, told they called me and left me a vm and i never received a call or vm it just seems like I'm being ripped off and nobody wants to actually SOLVE THIS PROBLEM!
