New $3 minimum spend on PAYG?

According to this news release, T-Mobile Pay-As-You-Go appears to be shifting from expiring balances to draining balances.

What does this mean for existing PAYG customers. Will they be shifted to the new system immediately, at some future point, or never?

The news release also mentions new data passes. Do they replace the Pay-By-The-Day options? Will existing customers no longer be able to switch between PAYG and PBTD at will anymore?

I like the idea of data passes, but not the $3 minimum spend. Spending $3 per month sounds better than $10 for 90 days, until you consider that the $10 accumulates while the $9 doesn't. On the old system, spending $10 every ninety days leaves you with a $20 balance after six months, but with the new system, two $10 refills plus $3 per month leaves you with just $2 after six months. Sounds good for T-Mobile, but not good for customers.

Any clarifications are welcome.
