Spam VM service

For a couple of days in a row, we have received VM purportedly from Verizon about a refund. I know it's a scam, but the puzzling part is that the phone doesn't ring. Junk goes directly to VM.

 

I mentioned this to a rep during another call, and she said phone might not have had reception or been available. I can understand that with a Nexus 4, but the old Nokia 6085 just got the same VM with no previous call. That phone gets reception everywhere! I've seen the other half use it to talk where I have no bars!

How are they bypassing the phone? No number shows, so I can't put them in my s--t list with a silent ring.

It is really in VM, it's not a short code text.

 

I did have the family on Verizon years ago, and ported numbers to TMO - Did someone hack a number database and now pestering?

 

How do I fix these idiots? Changing numbers won't help as they seem to be hitting every service, but others will have the call show up saying Verizon.
