iPhone 5 gets terrible voice quality - but my coverage should be great?

Hi. I just switched 2 iphone 5's (made pre Apr 2013) from AT&T to TMo and the signal quality in my area is horrible. I am most interested in simple voice service. When I switch off cellular data, I get 1 or 2 bars of service, and field diags tells me my signal is about -110. I know there are TMo towers nearby, but my  iphone won't connect to them (I found this out using Signal2 app). I am guessing because they are using the AWS band which my iphone 5 doesn't support.

 

I got Tmo to send me a Cell-fi, and the cell-fi claims it has perfect signal strength in the window unit, but since it's just strengthening what I suspect is the AWS band, it doesn't help me. (and by the way the iphone has a signal strength of -110 or -105 in the same window)

 

If I turn on data, it is uneven. Sometimes it will connect to an LTE tower and I'll get 5-6M down and 4-5M up, but other times it'll just throw in the towel and go to EDGE.

 

Is there anything I can do to improve this situation?  Has zipcode 95409 been refarmed, and if not, when is it slated to be refarmed? I don't want to go back to AT&T, but if I can't trust my phone to actually make a call, well I'll be forced back. And no,  I don't want to pay for a new iphone.
