200mb free data don't work on ipad air?

I inserted sim card, which I brought from Tmobile,  and sign up for the tmobile internet account.  But no free 200MB data, why?

I'm existing phone customer.

I brought it to the store manager, who called had to call tech support and even they can't figure it out why?

Shame on you Tmobile for making this so difficult.
