Can I purchase Micro SIM Kits, but wait a couple of weeks to actually activate?

I'm helping someone switch to T-Mobile over the course of the next few days/weeks and had a couple of questions.

 

They are currently with Verizon on a family plan (3 lines).

 

They intend to switch to T-Mobile (they will likely be purchasing Moto G's from Amazon or Motorola).

 

Can they go ahead and purchase 3 of the Micro SIM starter kits, but wait a bit to actually activate them? Their situation is as follows: one of the member will be leaving for school before the phones and sim's arrive to their home address, so they do not want to switch over and render that one person phoneless for a few weeks.

 

If I recall correctly, when I switched to T-Mobile, I had up to 30 days to activate (though, this was before T-Mobile went contract-free).  Can I have them go ahead and just purchase the SIM kits now, and then have them actually activate (and port over Verizon numbers) about 2-3 weeks from now?  Additionally, if this is possible, will T-Mobile start billing them for service from the date upon which the SIMs were activated, or from the date they shipped?

 

I'm hoping to help them finish the purchase by midday tomorrow and would appreciate any insight on this matter.
