Sim Unlock Request Denied

I recently requested 2 sim unlock requests at the same time. One was granted and one was denied. The one that was denied stated that I have not used the phone in the last 7 days, but I have not used either phone for over 6 months.

Can someone tell me why this inconsistent policy exists and how I can get it resolved?
