Pay-as-you-go plan with personal hotspot?

Hi,

I will be visiting the United States on vacation in September and will be in the country for 3 weeks. I would like to obtain a pay-as-you-go plan for my iPhone 5 (unlocked). I need a plan to cover my talk, text and, primarily data requirements while in the country. The data aspect is my main requirement as I will need my iPhone to navigate using maps and will access the web and other apps. The talk and text options would only be required for very limited occasions.

So I have two questions:

1. What is the best pay-as-you-go plan that will provide me with talk, text and data?
2. Would this plan allow me to create a personal hotspot from my iPhone 5 to tether other devices such as my iPad?

Any advice would be highly appreciated.
