I have had an unlocked Nexus 4 on a pay as you go plan since Feb 2013 (unlimited data, 100 minutes of voice). No issues until this week. I've gotten several errors that say "Restricted access changed - data service is blocked".  All services (voice, text, and data) are blocked.  I've reset and the issue goes away for a few hours then comes back. 

 

T-Mobile, what is happening?
