Unable to set up internet on Blackberry prepaid.

I am trying to setup up an internet connection on an unlocked At&t Blackberry Torch 9800 with a T-mobile 30$ a month prepaid plan but when i get to this step {4. Click the ( Configure Email link.) Communication and Text Tools.} I cant find the link. All i see is Contacts, Family Organizer and Voicemail.
