ETF Denied - Is this a scam?

I had switched over to TMob in January bringing in 3 lines from ATT and paying EFT on those 3 lines ($175 each). Now after so long, I check the status which says denied.

I do not understand? what kind of scam it is? it's so that customer's are out of period when they can go back to their initial carriers with refund of their ETF's?

What a scam! I need someone to fix this for me!
