4G frequencies with multiple carriers

I reside in Sydney Australia and have an account with Vodafone here and T-Mobile in the USA.  Whenever I purchase a new phone I need to make sure the phone supports both frequencies of respective 4G if I want to benefit from 4G in both countries with the same phone (replacing the SIM).  Vodafone uses LTE 1800MHz for its 4G in Australia and T-Mobile uses HSPA+ 1700MHz (send) and 2100MHz (receive) for its 4G.  I'm finding many phones that support 1800MHz and 2100MHz but much fewer that support 1700MHz.  Can I assume that the 1700MHz 'send' is much less relevant than the 2100MHz 'receive' since we tend to download more than upload?  Also, if this turns out to be accurate what frequency will the 'send' occur if there is no 1700MHz frequency?
